Gallup Poll of the Public’s Attitudes Toward the Public Schools

Recently, a Gallup poll the “38th Annual Phi Delta Kappa/Gallup Poll of the Public’s Attitudes Toward the Public Schools” was conducted. The poll indicated that the general public prefers to reform the existing public school system rather than finding an alternative to it. The poll also indicated that the public opposes contracting with private firms for the operation of schools (i.e., charter schools run by private corporations).
Advocates of public school choice, including some state government officials, may present charter schools and public virtual schools as a form of educational independence for parents and children. However, the Gallup poll does not indicate that perspective is shared by the general public. The poll would indicate that the public perception is that one’s ability to choose charter and public virtual schools translates to *public school* choice. School choice for which the public wants accountability and control for its reforms.
The federal government makes reference to independent charter schools . I wonder what definition of the word “independent” they are using?
